These files are preinstalled with installation of any software package which is developed by Microsoft. This file does not contain translated administrative functions including the registry entries and elements available in Microsoft Management Console application. This file format is still used for Microsoft products.

It also happens that the file you want to open is corrupt and therefore there is no such possibility. In this situation, you should find its different version, or ask a person from whom you got, to send it again.
